dataviz skill now supports APCA contrast measurement alongside WCAG 2

The bundled dataviz skill in 2.1.309 now accepts APCA (Accessible Perceptual Contrast Algorithm) for text-contrast evaluation. New apca() function added to the palette validator, and the skill now determines whether chart labels should use white or near-black text. This improves contrast accessibility options for data visualizations.
