CodeRabbit adds author approval control to prevent pull request self-approval

A new reviews.allow_author_approval setting lets administrators prevent pull request authors from using @coderabbitai approve and @coderabbitai resolve commands on their own PRs. Once disabled, this setting cannot be re-enabled via branch configuration, providing stronger control over approval workflows.
