Author approval control prevents pull request authors from self-approving changes

CodeRabbit added a reviews.allow_author_approval setting (defaults to true) to optionally block PR authors from using @coderabbitai approve and @coderabbitai resolve on their own pull requests. When disabled at the organization level, branch configuration cannot re-enable it, allowing teams to enforce stricter approval policies.
