GitLab project webhook migration now supports CSV input for bulk migrations

You can now migrate CodeRabbit webhooks in bulk using CSV lists of project IDs, paths, or URLs instead of migrating projects individually. This makes it easier to move webhooks to a new endpoint while preserving hook IDs and event settings.
