GitLab webhook migration now supports CSV input for project and group IDs

The migration tool for moving CodeRabbit webhooks to new endpoints now accepts headerless CSV lists of GitLab project or group IDs, full paths, or URLs. This simplifies migrating webhooks across multiple projects or groups while preserving hook IDs and event settings.
