PostgreSQL 15.19 and 17.11 minor releases with security updates and breaking changes

Supabase rolled out PostgreSQL 15.19 and 17.11 minor releases that close 44 CVEs and include correctness fixes. Four changes may require action: ltree indexes need reindexing on multibyte/ICU databases, pgcrypto legacy ciphers are no longer decryptable by default, btree_gist indexes on float columns with NaN need reindexing, and custom operators require superuser to recreate.
