Cross-repository targeted guidelines now support object-form configuration for scoped application

Code guidelines from centralized repositories can now apply selectively using the {files, applyTo} object form, allowing teams to specify which file patterns in consuming repositories each guideline governs. This requires CodeRabbit Cloud and maintains existing organization-boundary access checks.
