CodeRabbit CLI supports CSV input for GitLab webhook migration

Migrate existing CodeRabbit project webhooks to a new endpoint using CSV lists of project or group IDs, full paths, or GitLab URLs. Migration mode requires Python 3 and previews changes by default, preserving hook IDs and event settings while updating the URL and destination secret.
