CodeRabbit Security adds merge blocking for unresolved security comments

docs.coderabbit.aiagent

Admins can now publish the CodeRabbit Security check with a severity threshold to enforce merge blocking while qualifying security comments remain unresolved on pull requests. This enables mandatory security review completion before merging code.
