CodeRabbit CLI v0.8.1 adds cloud handoff and skill import

The CLI now supports cr code handoff to start cloud Coding Agent tasks with session summaries and imported transcripts, plus cr code skills import to transfer local skills to the cloud library. Handoff results show transfer progress, branch, commit, and direct task links.
