CLI v0.8.1 adds cloud handoff to transfer local coding sessions

The CLI now supports `cr code handoff --summary` to transfer local work context to CodeRabbit's Cloud Coding Agent with automatic transcript upload and optional implementation plans. Handoff output now displays transfer progress, branch and commit details, and a direct link to the cloud task.
