Supabase disables outdated TLS 1.2 CBC-mode ciphers on project APIs

Four CBC-mode TLS 1.2 cipher suites will be removed starting November 10, 2026. This affects only clients on end-of-life operating systems; modern clients using GCM or ChaCha20 ciphers or TLS 1.3 are unaffected.
