CLI v0.8.0 adds deep review mode and cloud coding task handoff

The CLI now supports `cr review --deep` for comprehensive code analysis and `cr handoff` to transfer local sessions to the cloud with automatic transcript inclusion. Also adds `cr usage` for viewing available included reviews and improved agent login with browser URL display.
